Smoke-test 0.19.3 found that an existing ~/.openclaw directory showed an English Hermes migration prompt before the new Digit menu. This moves migration behind the advanced path, so RU/EN simple local setup is clean.\n\n- 74 setup tests pass\n- ruff passes\n- interactive Russian smoke-test passes\n- bumps Digit to 0.19.4
