yamlover 0.3.13 — make the settings gear larger and more noticeable

The gear gets its own `crumb-settings` style: 28×28 (was 22), 20px glyph, full
`--fg` color instead of dimmed, and a gentle 45° spin on hover — so it reads as
the primary way into project config, distinct from the 🤖 agent-guide button.
