Changes

• Most smartmeter measurements can now be sent to a MQTT broker.
• Poweron status LED color is now RED to indicate software v2.1.3
• Added TLS cert option for MQTT, just like the SmartEVSE.
• Uses mongoose packedFS for storage of PIC firmwares. It will now reprogram the PIC chip after first powerup.
• Portal will stop after 3 minutes. If you use a wired connection to the SmartEVSE, you can configure WiFi from the SmartEVSE (v3.10.2 or newer) menu.
• Unify shared network code between SmartEVSE and Sensorbox.
