Hermes plugin installation compatibility

  • Make the AgentAction native plugin installable by the current official
    Hermes Agent release while preserving its v1 runtime hook contract.
  • Keep the existing fail-open, privacy-safe shadow observability behavior and
    require no migration for existing deployments.
