Proposal: Add Brazilian Portuguese (pt-BR) localization

Hello!

I would like to contribute a Brazilian Portuguese (pt-BR) localization for vtm.

I noticed that the current localization system already supports multiple languages, with
English and Russian currently available. I am willing to translate and review the user
interface strings, tooltips, menus, and status messages while keeping English as a fallback
where necessary.

Before starting, I would like to confirm whether this type of contribution would be welcome
and whether there are any preferred guidelines for submitting a localization Pull Request.

You'll need to add the <pt-BR>...</pt-BR> subsection to the <Ns>...</Ns> section in the src/vtm.xml file. There are no special requirements for the PR. If you have any questions, please feel free to ask. I'm available. Thank you!
