tailwind build always rebuilds every stylesheet. Template changes, imported CSS and build options could previously leave stale output because only the source CSS timestamp was checked. --force remains accepted for compatibility but is no longer needed. The build step in tailwind setup also always runs.
{% tailwind_css %} resolves only stylesheet paths. Rendering no longer looks up Tailwind releases or searches for a CLI binary, so serving prebuilt CSS does not require a Tailwind installation. CSS configuration errors are still reported; CLI settings are validated by management commands.
Failed CLI downloads leave an existing binary intact. Downloads are staged on the destination filesystem and replace the binary only after a successful transfer. A mismatch with the advertised Content-Length now fails instead of installing an incomplete file; responses without that header remain supported.
