Changed

• eGPU percentages are now relative to the PCIe tunnel cap. Thunderbolt /
  USB4 tiers were compared against their soft "achievable" estimate, so a
  healthy link read "112% of Thunderbolt 4 / USB4 40Gbps". The percentage now
  uses the tier's theoretical tunnel bandwidth (4.0 GB/s for 40 Gbps links,
  8.0 GB/s for 80 Gbps), so the same link reads about 98%. Tier selection is
  unchanged.
