French & German show_last_changed word order

Relative time was displayed in the wrong order for French and German users.

The fix introduces a time.prefix translation key for languages where the "ago" word goes before the number (prefix-order). Italian and English are unaffected.

🌍 New Language: Dutch (nl)

Full Dutch localization added to both the card and the visual editor.

Covered:

• All UI labels and section headers
• All 11 layout-specific strings
• Weather states (sunny, rainy, snowy, etc.)
• Sensor attribute names (battery, speed, activity, connection…)
• Time expressions — 2 uur geleden, Zojuist
• Editor tabs, positions, state picker, extra chips, Wi-Fi SSID

Activation: automatic when Home Assistant language is set to nl, nl-NL, or nl-BE. No configuration required.
