Fixes Cloudflare hardening rule installation on zones without access to the Business/Enterprise-only matches regex operator. The WordPress exploit probe rule now uses regex-free Cloudflare expressions, and hardening rules preserve existing WAF/rate limiting rule priority ahead of plugin-managed rules.
