Adds a fallback for Cloudflare zones that are not entitled to use http.request.uri.query in rate limiting rules. The optional legal-page rate limit now first tries the precise query-string expression, then retries with a path-only legal-page expression while keeping the query-specific WAF challenge rule intact.
