Added opt-in Smart Tiered Cache enablement for standalone sites and multisite subsites.
Recommended cache rule installation now enables Cloudflare's zone-level Smart Tiered Cache setting for zones with at least one opted-in enabled site.
Added warning notices when cache rules install but Cloudflare cannot enable Smart Tiered Cache.
