Security onboarding fix

Historically excluded zones can now be reviewed against their current Cloudflare status instead of being permanently blocked by the September 17 snapshot.

  • Install security rules verifies the expected zone, domain, account and WordPress scope and requires active/unpaused status.
  • Eligible zones show Approve security onboarding in the same network Actions row or subsite screen.
  • Approval expires after 15 minutes and rechecks status and rules before writes.
  • Existing ownership, quota, drift, readback and retry protections remain.
  • Cache rules, completed cache migrations and cache purges are unaffected.

Zone Read permission is required for the fresh status check. Updating the plugin does not automatically approve or apply security rules.

Validated with regression suites and real disposable standalone/multisite WordPress tests using mocked provider writes.
