Reduce calls to NOAA server and improve rounding to improve overall HA performance and load on both HA and NOAA

Fix NOAA conversion values

Thanks @calabresemic for the updates to fix the NOAA conversion values.

Default forecast = 0 for locations not included in the NOAA dataset

The NOAA data set does not include complete coverage of all locations all the time. Fixed so that if the location does not exist in the dict/data set it will return a forecast value of 0.
