Package 0.2.1. Docs only. No new MEASURED run and no new SIMULATED cohort. The SIMULATED report package line and docs/voice/latency_simulated.jsonversion match 0.2.1. The tables stay the bdd841a regeneration (package 0.2.0).
Docs. README section "Business value" and docs/BUSINESS_VALUE.md (English value-realization plan). Business figures there are [SYN] unless marked [REPO] or [REPO-EST].
The 49-call SIMULATED percentiles stay the 0.1.9 publication (4fb26ef, 2026-10-17). They were not re-measured as a 0.2.0 result. docs/voice/SIMULATED_LATENCY.md now records the commit and Python version of the regeneration that matched those 0.2.0 tables (bdd841a, Python 3.12.3).
README live p95 cells are marked as rounded to 0.1 ms from docs/live/2026-10-17-results.json. The stored live end-to-end p95 is above the lab 2500 ms budget, and the live TTS first-byte p95 (380.05 ms) is above the 250 ms TTS TTFB budget. Live mode does not apply those budgets. Live end-to-end is full audio; the lab end-to-end budget stops at the first TTS byte. The live failure remains unsupported_availability_claim:S15 (exit 1).
Next steps no longer asks to fill an empty measured table. That table already holds the 84cfb1a run.
docs/design/COST_ESTIMATE.md status line is Draft v1. The file is in the public tree.
One local test run is recorded in the README (Python 3.12.3, 105 passed, 92.97% coverage).
