Safer middleware dispatch, runtime error policies, debug action filtering, and wasm support.

• DispatchLimits with configurable max_depth and max_actions budget for middleware dispatch
• try_dispatch() on all store types — returns Result<_, DispatchError> instead of panicking on limit violations
• DispatchErrorPolicy for runtime error handling (Panic, Log, LogAndRender, Ignore) via with_dispatch_error_handler()
• Debug action log filtering by category/name patterns (--actions-include-categories, --actions-exclude-categories, --actions-include-names, --actions-exclude-names) with / search and n/N navigation
• Optional wasm32 target support using tinycrossterm and reduced tokio feature set
• tui-dispatch-shared crate for shared action name parsing (PascalCase splitting, verb detection, category inference)

• Middleware dispatch engine is now iterative instead of recursive, with explicit limit checking
• tui-dispatch-action-name renamed to tui-dispatch-shared
• Debug crate is now feature-gated (debug feature, on by default) with stub types when disabled
