  • ci: split tagging and publishing into separate workflows
    The packager skips push runs on a branch whose HEAD is tagged ("Found
    future tag"), so tagging and packaging can't share the push-to-main run.
    • tag.yml (push to main): verify the version and create/push vX.Y.Z if
      missing, using RELEASE_TOKEN so the tag push triggers other workflows.
    • publish.yml (tag push, or manual run on a tag): run the packager as in
      the packager's documented setup. Branch runs are skipped to avoid
      alpha uploads.
