Docker Desktop 4.78.0 on Windows ARM always fails to load

v4.78 on Windows 11 ARM always fails. I uninstalled and reinstalled. It fails to start every time.

service mutagen failed: creating mutagen conduit: unable to start ebpf selfowner: attaching fexit to cp_new_stat: create raw tracepoint: not supported

This is the reinstall of previous version.  The failing version was today's install, 4.78, which I uninstalled because it never loads.

WSL was not up-to-date. Updated, rebooted, fixed.
