Docker Desktop stuck on startup

Description

Docker Desktop 4.47.0 won't start and stuck on "Starting the Docker Engine".

All CLI commands ended with an error:
request returned 500 Internal Server Error for API route and version http://%2FUsers%2Fkonstantin%2F.docker%2Frun%2Fdocker.sock/v1.51/version, check if the server supports the requested API version
