An unexpected error occurred when starting up Docker Desktop

Description

When starting up Docker Desktop I get the following error:

An Unexpected error occurred

starting services: initializing Backend API: listening on \.\pipe\dockerBackendApiServer: open \.\pipe\dockerBackendApiServer: Access is denied.

startup dockerdesktop.exe

Expected behavior

Docker desktop should start up, instead I get the error message

I am facing the same issue, and would like to share a troubleshooting results I had with a colleague: in a Virtual Machine, when Docker is installed on my user, it works fine for me but my colleague face the error and cannot launch the application. When we changed the situation, where my colleague installed docker at the VM, at his user, I cannot access launch the application. Hope that helps in the analysis of the issue.
