Docker fails to start with WSL2 - A connection attempt failed...

Docker fails to start

Information

• Windows Version: Microsoft Windows [Version 10.0.19555.1001]
• Docker Desktop Version: 2.3.0.1 (44875)
• Are you running inside a virtualized Windows e.g. on a cloud server or on a mac VM:
  WSL2 with Ubuntu 18.04 from Windows Store

Steps to reproduce the behavior

1. Sometimes after a system restart, Docker fails to start. Previous edge versions, I was able to "Reset to factory defaults" and Docker would start properly.
2. On latest version, Resetting to defaults did NOT resolve the issue and fails to start.

This behavior occurs even with no containers.
