Fixed

Option+` now works when the active app has no windows, such as right after closing a menu bar app's settings, by listing the windows of the app in front.

Changed

Closing Settings or the welcome window returns you to the app you were using.
Settings uses the standard grouped layout, and ⌘W closes the window.
