• decree intent-check --under now renders the decision-relative framing in
  the human output, not only in --json: an "Active decision" block lists the
  files it owns, the contextual overlaps (other governors to treat as context),
  and any contradictions, and the recommended next command guides you to
  proceed under the active decision instead of re-suggesting --under.
