[DEFECT] dotCMS create app lib

Problem Statement

• need to show the cloud or local selection if the --flag is missing
• also in case of cloud it takes forever to check if dotCMS is running at the provider url.

Steps to Reproduce

1. install the cli using npx @dotcms/create-app demo
2. selected project directory and framwork and keep the cloud url , username and password as default.
3. when the cli starts checking if dotCMS is running it continues for ever
