[DEFECT] Language-specific images not visible in new Edit Content screen

Problem Statement

In the new Edit Content screen, when editing content in French, image fields do not display images that only have a French language version. The same images are visible and selectable in the old Edit Content screen.

Impact: This affects content editors working with localized content in French (and potentially other languages). Editors cannot select language-specific images in the new Edit Content interface, forcing them to switch back to the old interface to complete their work.

Steps to Reproduce

1. Create an image asset that only has a French language version (no other language versions)
2. Create or edit a contentlet with an image field
3. Switch to French language in the new Edit Content screen
4. Try to select the French-only image in the image field selector
5. Observe that the French-only image does not appear in the selector
6. Switch to the old Edit Content screen
7. Verify that the same French-only image is visible and selectable

Acceptance Criteria

• Images with language-specific versions are visible in the new Edit Content screen when editing in that language
• French-only images appear in the image selector when editing content in French
• All language-specific images are properly displayed regardless of language
• Behavior matches the old Edit Content screen for localized content
• Regression tests added to verify language-specific image selection
