Remove workflows that reference charmbracelet/meta reusable workflows
and secrets (goreleaser, nightly, lint-sync, dependabot-sync, lint).
Strip snapshot and dependabot auto-merge jobs from build.yml. Remove
CODEOWNERS (@caarlos0) and goreleaser config. Remove plan.md (internal
refactoring doc, not user-facing).
