This PR updates centrally-managed .NET package versions in Directory.Packages.props to 10.0.10 to address CodeQL/CG alerts across the Arcade Services codebase.
Changes:
- Bumped ASP.NET Core WebAssembly and Identity EF Core package versions from 10.0.9 to 10.0.10.
- Bumped Entity Framework Core packages from 10.0.9 to 10.0.10.
