[test-quarantine] Unquarantine Http3TlsTests.LoadDevelopmentCertificateViaConfiguration (issue #65248)

Removes [QuarantinedTest] from Http3TlsTests.LoadDevelopmentCertificateViaConfiguration, which has been passing with a 100% pass rate for 30+ days in the quarantined-tests pipeline (definition 84, 30 builds over the past 30 days).

The test was quarantined on 2026-03-18 due to OpenSSL-related TLS flakiness (issue #65248). The underlying issue has since resolved.
