Backport ApiDescription.Client package removal to release/8.0

Remove the deprecated Microsoft.Extensions.ApiDescription.Client package from release/8.0, matching #68211.

Description

  • Removed the src/Tools/Extensions.ApiDescription.Client source and test projects.
  • Removed solution and solution-filter entries for the deleted projects.
  • Removed project-reference and shipping assembly metadata for Microsoft.Extensions.ApiDescription.Client.
  • Removed the stale tools README link.

No runtime impact expected. This removes a deprecated package from servicing build outputs.

Nit: I think this removal is missing from the main, release/10.0 and release/9.0 versions of these PRs.
