Package ILVerify for redistribution

Projects such as ILSupport offer some tooling for IL, but there is no current support for IL verification, despite a demand.

If there already is some package of ILVerify, such as nuget, could we get a link somewhere for easy discovery? Otherwise, can we get this packaged so it can reasonably be incorporated into other tooling?

#5510 added build of the ILVerification nuget package. This package is in the nightly package feed https://dotnetfeed.blob.core.windows.net/dotnet-core/index.json. It has no official releases.

CoreRT repo is going to retired soon (dotnet/announcements#119). https://github.com/dotnet/coreclr/issues/27939 tracks moving ILVerify tool to dotnet/runtime repo. Once that happens, this package should build in dotnet/runtime repo. It is the path to get this package officially released.
