C# 9.0 features on .NET Framework 4.8

This page says C# 8.0 can only on Core 3.x and C# 9.0 only on .NET 5. But VS2019 happily compile 'target-typed object creation' to .NET Framework 4.8. It is however not clear how to achieve the same on a build server.

Found this blog https://sergiopedri.medium.com/enabling-and-using-c-9-features-on-older-and-unsupported-runtimes-ce384d8debb that tell how to do it explicit for each projet.
Currently I have added the following to ${solutionFolder}/Directory.build.props

<LangVersion>latest</LangVersion>

Seems to work but is there a better way to get same behaviour from netfx-4.8-devpack as from VS2019?

Using C# 9 with .NET Framework 4.8 is unsupported. I'll close this.
