Document new EditorConfig style rules

Description

The following EditorConfig style rules supported in Visual Studio 2026 18.4.0 are currently not documented:

• dotnet_prefer_system_hash_code
  This is IDE0070. So both pages (the overview and the detail page) only need to be extended to contain the settings name.
• dotnet_style_prefer_non_hidden_explicit_cast_in_source
  IDE0221 (page doesn't exist yet)
