  • Combine the following sub-TOCS into the /standard/ TOC:
    • attributes
    • collections
    • cross-platform
    • events
    • exceptions
    • garbage-collection
    • generics
    • io
    • parallel-programming
    • serialization
  • Delete/combine a few dispensable top-level topics

LGTM, my only question is why the Security sub-TOC wasn't incorporated into the TOC?

Thanks for the review. Good question - there were no security articles with page views over 5000, so I'm not currently planning to add any security articles to the landing page. Also, this PR was taking longer than I'd hoped!
