Pull request overview
This PR completes the migration from dotnet/actions-create-pull-request@v4 to peter-evans/create-pull-request@v7 across all remaining GitHub Actions workflows, following the work started in previous PRs #50237 and #50238.

- Updated 7 workflow files to use the peter-evans action instead of the dotnet custom action
- All workflows maintain their existing parameters and behavior
