Added new tutorials for web API creation and testing .NET apps.

Summary

This PR updates the .NET Getting Started guide to better reflect how .NET is used today. It improves the list of application tutorials by adding more modern coverage for web APIs and testing, and includes WinUI 3 (Windows App SDK) in the Windows desktop section to make the learning path more up to date and complete.
