This PR mostly fixes #6919. The remaining is work to introduce the concept of nightly-only test data, which should be introduced in the nightly branch first.
Each commit in this PR is reviewable on it's own, and this PR should be rebase merged or regular merged (not squashed) so they stay separate.
Looking at the main-nightly diff after these changes, the true positive rate for diffs corresponding to actual changes that need to be backported is much higher.
