CBL Mariner 2.0 is EOL and will not receive any more updates. This PR removes all CBL Mariner 2.0 images.
A few things were left in place for compatibility:
dotnet/monitoranddotnet/monitor/base8.1 images have undocumentedcbl-mariner-distrolessshared tags which redirect toazurelinux-distroless. This was intentional, for context: Update .NET Monitor 8 CBL-Mariner images to Azure Linux 3.0 #6257
