Update build to use the Apple 26 SDK

Apple released their Apple 26 SDK (macOS, tvOS, iOS). Changing the build to use the new SDK will allow us to light up some new features that are available in CryptoKit starting in Apple 26, in particular support for Post Quantum primitives (ML-DSA, ML-KEM) as well as SHA-3.
