Description

When trying to install the package dotnet-sdk-8.0 on openSUSE Tumbleweed, the installation fails with 'nothing provides 'libopenssl1_0_0' needed by the to be installed dotnet-runtime-deps-8.0-8.0.22-1.x86_64'

This is a continuation of #116519 and #113346.

I do get a different error message, about libopenssl1_1:

 Solution 1: do not install dotnet-runtime-8.0-8.0.22-1.x86_64
 Solution 2: break dotnet-runtime-deps-8.0-8.0.22-1.x86_64 by ignoring some of its dependencies

There were no regressions in 8.0 deps package on PMC feed.

It appears that Tumbleweed removed libopenssl1_1 earlier this year and only supports libopenssl3.

Installation of dotnet-runtime-8.0 on Leap 15.6 succeeds without issues, as documented: https://learn.microsoft.com/en-us/dotnet/core/install/linux-opensuse?tabs=dotnet8

With #116922 we have updated the libopenssl1_1 to libopenssl3 for .NET 9.

We have not updated .NET 8 dependencies, and we still require libopenssl1_1. @jkoritzinsky @richlander is this still the POR for .NET 8 or is it possible to update to libopenssl3?

We have supported OpenSSL 3.x since .NET 6. Ideally, we should use OpenSSL 3.x on any distro that offers it. Changing it could be considered a breaking change. If OpenSSL 1.x has been removed, it is an easy choice.

Open SSL 1.x has been removed from Tumbleweed, but not from Leap 15.6. We only support fixed-point openSUSE releases, like 15.6 and 16, for .NET 8.

The fix would be simple and align with our Open SSL dependency in .NET 9 and 10.

Sounds good. We need to document the change as a break. I don't see a way to avoid it. Seems like it will benefit most users.
