JIT does not compile method with jmp IL instruction in ReadyToRun

The jit and crossgen2 would not properly set up a method import fixup for a jmp IL instruction if enabled, and https://github.com/dotnet/runtime/pull/124203 explicitly disables it. Previously, the compilation results in `getFunctionEntrypoint` throwing a `RequiresRuntimeJitException` in crossgen2.
