How to use FileSystemWatcher to check if file copying and moving is complete on linux?

Many existing methods are expedients on Windows and do not works on Linux. Is there any other way?

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
