Support for quotes in email address DisplayName

It would be nice to support occurrence of one or more " character allowing sending email with formatted sender / recipient name like Henry "The Fonz" Winkler. Support for this was added in #36752, however some parts in SmtpClient around sending mail still do not support it and email headers are corrupted when such DisplayName is used.
