Implement generic version of System.Collections.Specialized.OrderedDictionary

Why there is no generic version of System.Collections.Specialized.OrderedDictionary? I think we need to implement generic version of it for performance reasons.

I had a use case for this kind of scenario.

I have users that bet on a item and when the bet is finish i ask to all user how many they want of that item, but i don't have unlimited quantity of that item, we let the users that have bet on the item pick ordered by the max amount that they bet , if we still have item left we distribute the remaining by a first in-first-out order. So i go through the list of buyer, and check if the buyer did ask for this item and how many if so, i decrease the remaining quantity and remove the corresponding record from the BuyerAskQuantityOrderedList, when all the buyer list has been process, i go through the remaining record in the BuyerAskQuantityOrderedList.

Having the type make it a little bit easier

I didn't find mention in the api browser for a generic version of OrderedDictionary : https://docs.microsoft.com/en-us/dotnet/api/?term=OrderedDictionary and the issue is still open in github and mark as future.

@Davilink ah sorry that one is indeed outdated. Use Microsoft.Collections.Extension (you can find it in nuget)

@Davilink seems like i messed up sorry. I thought they moved it to finalized package by now (the name i provided is the namespace where OrderedDict reside and this name is usually same for non-experimental nugets) but seems it is still stuck in experimental nuget despite being finished (i also use this particular type from experimental package+dictSlim and multivaluedict for long time now i didnt saw any issue with them). Seems like there is a number of such packages from corefxlab time that microsoft didnt bother or forgot to fully productize despite being done like this one.

You could copy source just for OrderedDict if you need it right now. This way you will be able to fix any bugs if any arise (there shouldnt be though, i use it and with latest bits there wasnt any problem). But its relatively large from what i saw (3 files each several hundreds of lines just for OrderedDict, half of it or more is documentation though).

@BreyerW No problem. In the meantime i use the non generic version and i manually cast the object, so it works fine, but yeah it would be nice to have the generic version of it.

there's an older issue at #24826 which is now closed but had more activity and a great writeup by @TylerBrinkley. maybe we could get that one back open and close this as duplicate? would love to see this in the BCL.
