[mono] Flaky test: System.ComponentModel.Composition.MetadataAttributeTests.StronglyTypedStructureTest

System.ComponentModel.Composition.MetadataAttributeTests.StronglyTypedStructureTest is flaky on mono.
It's disabled in rsp file and I'll move it into its respective xunit test and add ActiveIssue(see #2087).

System.ComponentModel.Composition.CompositionContainerTests.GetExportOfTTMetadataView1_TypeAsMetadataViewTypeArgument_IsUsedAsMetadataConstraint fails with the same symptoms.

There's already mono/mono#16417 (mentioned in the .rsp) for the asme issue, we should probably close one of them.
