Refactor helix.yml and wasm-runtime-and-send-to-helix.yml to share common parts

/eng/pipelines/libraries/helix.yml and /eng/pipelines/common/templates/runtimes/wasm-runtime-and-send-to-helix.yml share some comment elements to send stuff to helix. This can probably be factored out into a seperate template.
