Add UndefinedBehaviorSanitizer test legs to runtime-sanitized

Enable the UndefinedBehaviorSanitizer on supported platforms and fix any failures.

Also, remove the enable_sanitizers.sh script once we can run ./build.sh -fsanitize undefined in our build scripts.
