This PR updates the Deflate64 fuzzer to use the newly public ZipCompressionMethod.Deflate64 enum value instead of reflection-based access, following changes from #122045 that made the enum public and renamed it.
Changes:
- Removed reflection-based instantiation of the Deflate64 enum value
- Updated constructor call to use the public
ZipCompressionMethod.Deflate64enum directly

I can see that the fuzzer has been failing (crashing on type load), but OneFuzz never filed a work item for it ... I'll look into what happened there

Since #122045 made the enum public (and renamed it), we can get rid of one reflection usage in the fuzzer.
