@dotnet/jit-contrib, do we have a newer version of clang-format in blob storage? Bruce updated it 2y ago: runtime/eng/formatting/download-tools.sh Line 19 in 50b8d1a Perhaps we should align it with https://github.com/dotnet/dotnet-buildtools-prereqs-docker/blob/cb2654820aab43a69dca067e8fa6a13f1d790ea1/src/azurelinux/3.0/net11.0/crossdeps-builder/amd64/Dockerfile#L82. |

Native format was throwing:
No such file or directoryManaged format was silent but wasn't formatting anything..
PR fixes both issues.
