Updates dotnet-watch hot reload tests to avoid running several Blazor WASM / browser-refresh-related cases on Linux, addressing CI instability described in #53114.
Changes:
- Gate Blazor WASM tests (
BlazorWasm*) to run only on Windows/macOS. - Gate a Razor static-assets/browser-refresh test to run only on Windows/macOS.
- Add #53114 references to existing Windows-only Aspire tests.
