SDK 0.1.0.dev0 — offline declarative gate authoring

Development prerelease of the standalone offline declarative SDK. Validate manifests and run bounded literal checks that return evidence, never admission or publication authority. No hosted runtime, service deployment, grants, or PyPI publication. Python 3.11+; POSIX required for bounded file loading. Wheel and sdist tested locally; SHA256SUMS attached.
