Installer Support Added

Introduced a new Inno Setup script (build/VsExtensionsTool.iss) and PowerShell installer script (build/innosetup-install.ps1) to automate building a Windows installer for VsExtensionsTool.
The build workflow (.github/workflows/build.yml) was updated to install Inno Setup, build the installer, and upload it as an artifact and a release asset.

Workflow Improvements:

Added workflow_dispatch event triggers to both the build and test workflows, allowing manual workflow runs.
Improved artifact handling in the build workflow to include the new installer file.

Project File Organization:

Moved the LICENSE file to the repository root.
Deleted the temporary file Temp.txt.
Updated the solution file to include new build and GitHub workflow scripts for better project organization.

Documentation Updates:

Enhanced README badges to link directly to workflow status pages.
These changes focus on improving distribution (via installer), build process automation, and general project organization.
